Post hurricane Katrina New Orleans- a place seething with extreme violence fueled by a crime wave gone out of control. Brutal Mexican drug lord Santiago Rodriguez busts out of jail with the help of his uncle, the head of Catalina Cartel. But his Get Out Of Jail card is not free. Its price is 15 million - the money his then girlfriend Maria hid after he was arrested by reckless police detective Travis Roundtree- and it wont be easy getting it back.
